Preheat oven to 350℉ / 180℃
Lightly oil a baking dish
Liberally season the tilapia on both sides with salt, pepper, and paprika
In a measuring cup, melt the butter. Add the lemon juice, lemon zest, garlic, dill, and capers. Using a fork, mash the capers lightly to make them less round so they won't roll off the fish so easily. Mix well.
Pour over the tilapia, using the fork or a pastry brush to keep the capers and garlic on top of the fish.
Bake for 10 minutes.
Switch to 350℉ / 180℃ broil and broil for 5 minutes.
Remove from oven and check internal temperature. Should be 145℉ / 62℃. If not, bake for another few minutes until that temperature.
Serve with lemon wedges. And maybe rice.
